Holy Moly!! Look at what we found yesterday! This is a DIY electrical panel upgrade. The service wires have been spliced (against code) with 2 #10 wires, to extend them into the new panel lugs.
The splice looks to be taped with hockey tape. Also the neutral conductors are black where they enter the lug.
Please if you are reading this.. DO NOT ATTEMPT A PANEL UPGRADE YOURSELF! Hire a licensed electrical contractor with experience in residential panels
